Now that there was a baseline action, I could use the CLI to test my changes, and this worked in dry run.
The original script was designed for a workspace, but this is just a folder of packages. Fixing that also speeds up installs and testing too!
In anticipation of the kits branch merging into next, this also makes the branch from which to release a parameter.
