Changing python interface to use ctypes

In order to reduce the CI/CD overhead, increase project simplicity, and expand build environment options, the code-base has switched from dedicates python bindings, to using cytpes to interact with the build library instead.

Initial Release (with Python Wheels)

Official release of the vcell-ode solver (versioned 0.9.0 to reflect prior work in combined repository)
