chore(release): align Knowledge with Eval 0.144.11

Aligns the required Eval peer and exact development pin with the published 0.144.11 cohort. Updates the GEPA resume contract fixture to provide Eval now-required official candidate-population evidence.

Proof:

• 558 tests passed, 12 skipped
• typecheck passed
• lint passed
• build passed
• package verification passed with one Eval/Core/Interface copy
• official optimizer verification passed
