configuring for React app to Django

• from the React Build dir copy the index.html to Django Template dir

Configs

• Default Django Admin page is used to update the dynamic contents of the site which could be accessed at BASE_URL/eocAdmin
• while in development you could set the django ip for api . Do change that to "/" in production
