Bumps the ctor dependency in spec/fixtures/components/rust_app from 0.4.2 to 1.0.9 (major version), with Cargo.lock updated to match the crate’s new dependency graph (link-section, linktime-proc-macro replacing the older ctor-proc-macro / dtor stack).

No application source changes; the fixture still uses #[ctor] on init_registries for the cdylib test component.
