fix(pipeline): targeted source-id lookup instead of repoll-all - #70

When --source-id is specified but no matching adapter exists (e.g. MANUAL source), search_news now finds the specific incident by genesis source_id and repolls just that one — instead of silently falling through to repoll mode which iterates ALL active incidents.
