Embeds the must-not-miss essentials (work-within-project, always-branch/PR, standalone-first, keep-ai-docs-current, DoD) in a synced 'norikit:managed' block and points to the full operating manual (norikit/ai-docs/framework.md); per-repo content sits in a preserved 'norikit:project' region.
