`dnn-fn` never deletes `IPClaim` resources directly, but it marks them for deletion if needed, by setting the `specializer.nephio.org/delete` annotation to `"true"`. It expects the IPClaim specializer to actually delete the marked resources after properly releasing the IP ranges.
