This is easier to use instead of having to go through nix-shell for each command. This also gets rid of the nix-shell in the shebang for formatters.sh so that we don't require nix-shell for its use. Different versions of tools will be caught by CI anyway so its fine to be lenient for users.

Somehow I didn't think to use nix-env in CI until reading a snippet of someone doing so in a hackernew or mabye lobste.rs comment. This makes it so much nicer to use imo. I also got rid of the nix-shell in the formatters.sh shebang to make it more useful for users, no need to tie it to nix-shell and make it hard/unusable to people when CI will catch any diffs due to different tool versions.
