Schedule recursive reconnaissance fairly so every untouched asset receives baseline discovery before repeated depth work on already explored assets. - _next_eligible: three scheduling lanes (baseline coverage discovery, other discovery, then non-discovery), rotating baseline work toward the least-served asset so a high-priority deep lead cannot starve an untouched asset. - _seed_required_coverage: close queued baseline work whose coverage cell became terminal before it was leased, via LeadState.close_queued. - No-progress stays scoped per asset-method coverage cell. Covered by tests/test_fair_recon.py.
