Adds the same "development moved" banner already on postguard-website and postguard-outlook-addon. This repo is transferring its 17 open issues to postguard-js (postguard#290) and being re-archived; postguard-js's own tb-addon.yml already builds and releases the add-on (tags
tb-addon-v*).
