segement mpgd endcap into quads

This PR segments a single MPGD endcap disk into four quadrants. The code successfully segments the detector, produces detector Sim and Rec Hits. Rec hits are associated with ACTS measurements.

TODO before merge:

1. Produce detector hits and have ACTS use them --> Done:
   MPGD-ECT-Geo1.5.pdf

2. Verify final dimensions and position

3. verify material budget
