Is that not also needed for the other inspections or does that cover everything from requirements to archticture and so on? |

This particular template is for components requirements only. I can imagine other inspections will looks similar. I'm not sure if we should have one universal template (maybe with a combo box to choose inspection type) or a dedicated template per inspection type. |

This change adds the FUSA component requirement inspection template to the organization-wide issue templates.
Fixes eclipse-score/baselibs#436
