Update the machine-emulator dependency and test artifacts to v0.21.0-test7. Adapt test-data parsing to the new 0x-prefixed hexadecimal format and use an explicit type description when parsing the uarch test catalog. Generate the maximum uarch cycles-per-mcycle constant from the emulator configuration and use it for the MetaStep reset threshold instead of a hard-coded value. Refresh artifact checksums, generated Solidity sources, package version, and changelog for the test release.
