test: expand operation registry parity coverage

Summary

• expand CH-P1-01 registry parity coverage across every CLI and MCP operation
• add CH-P1-02 adapter-chain tests for shared validation errors, parse failure, and cache reuse
• route MCP invalid operation inputs through JSON descriptor errors while preserving discoverable input schema metadata
• stabilize community cluster output with deterministic Louvain traversal, sorted graph inputs, aggregate undirected weights, and stable cluster ids
• sync roadmap/docs for the shipped coverage slice
