The current config for cilium when testing gateway-api v1.1.0 fails. Can we please update the cilium conformance profile from to so it matches the required format that's set in gateway-api/conformance/utils/suite/profiles.go |

adds generic generation of gateway-api coverage data, without detail on implementation
- make all implementations use upstream gateway-api conformance tests - patch gateway-api to inject test and feature information in user-agent
