#### <a name='InstallingAnnoyonWindows'></a>Installing `annoy` on Windows
Alternatively, if you're using Microsoft Windows and can't install the Microsoft Visual C++ (MSVC) Build Tools due to lacking the appropriate permissions, but have a C++ compiler through Minimalist GNU for Windows (MinGW) - for instance, from an `RTools` installation - you can try guiding `setuptools` to use MinGW instead of MSVC. The approach involves creating a `pydistutils.cfg` file to set MinGW as the default C++ compiler for Python package builds, bypassing the need for MSVC.

Here are the steps:

1. **Create a `pydistutils.cfg` file with the following content:**
```ini
[build]
compiler=mingw32

[build_ext]
compiler=mingw32
```

2. **Save this file in your user's home directory.**
This is usually `%USERPROFILE%\pydistutils.cfg` (e.g., `C:\Users\YourUserName\pydistutils.cfg`).

3. **Important: Ensure MinGW's `bin` directory is added to your system's PATH environment variable.**
This allows the system to find the `gcc`/`g++` executables from your MinGW installation. For example, if you're using RTools, this path might be something like `C:\Rtools45\mingw64\bin` (the exact path depends on your installation directory).

4. **Download and Install `annoy`:**
Once the `pydistutils.cfg` file is in place and MinGW is in your PATH, run the following in the command prompt:

cd annoy
