Model Alaska's SNAP ABAWD good-faith-effort exemption (7 U.S.C. 2015(o)(7)) as a separate window overlay: Alaska adopts HR1 statewide from 2025-11-01 (keeping the new Alaska Native/Indian exception in effect), and during 2025-11-01 through 2026-10-31 temporarily retains only the approved pre-HR1 exceptions (ages 56-64, households with children aged 14-17, veterans, people experiencing homelessness, and former foster youth aged 18-24) on top of the post-HR1 exception set, rather than deferring the statewide HR1 toggle.
