💡 What: Replaced eager .to_lowercase() String allocation in is_truthy_env with .eq_ignore_ascii_case() on borrowed slices. Simplified .map().unwrap_or(false) to .is_some_and().

🎯 Why: The previous code allocated a new String on the heap every time it was called just to check if the value matched static ASCII strings ("1", "true", "yes"). This eliminates that unnecessary heap allocation.

📊 Impact: Reduces memory allocations during hook event processing, particularly when parsing environment variables.

🔬 Measurement: Run the test suite (cargo test -p forktty-ui-gtk --no-default-features) to ensure no regressions in hook event parsing.

P2 Badge Remove the one-off .jules root directory

This commit creates a new top-level directory solely for a three-line, tool-specific optimization note rather than a durable repository content category. Keeping this generated task artifact permanently expands the repository structure without owning product or build behavior; remove it rather than adding a new root bucket.
