Translatable UI for FileUpload + CDP error handling

Proposed change

File Upload UI uses new drag/drop GDS component
Translations are now possible in the new File Upload component
CDP error handling uses the errorCode (and params) to enable error messages to be multi-language

NOTE - this can only get deployed once CPD Uploader's PR has been merged + deployed DEFRA/cdp-uploader#141
