Issue remover: Build UI

• Batch fixers need to be able to search for issues and queue them for removal.
• Batch fixers need to be able to kick off the removal process, which does the actual grunt work of removal and rebatching whatever has been queued
• Batch fixers may need a view into the progress. This could be more work than we have time for.

Some of this is done already, but needs to be tracked because of the potential for having to restart on this task.
