feat: state authority for read count after calling notify_read_notifications_response

• Returns sbs as part of notify_read_notifications_response
• Trigger wc_notifySubscriptionsChanged when handling a wc_markNotificationsAsRead

Enables these two issues:

• Adjust sidebar when read/unread changes WalletConnect/web3inbox#531
• Unread count indicator on subscription list WalletConnect/web3inbox#533
