Package and release OntoPortal Appliance V4 as OVA and AWS SMI

Very much expected ;)
For information, will be used right away for:

• Migration of AgroPortal at INRAE's DSI
• Deployment of production server OntoPortal-Astro at OBS-PARIS

And a bit later (mid to end 2025):

• Deployment of LovPortal in EGI infratstucture
• Deployment of OntoPortal-Astro in EGI infratstucture
• Migration of EarthPortal on Data Terra infrastucture
• Deployment of CHPortal somewhere
• Deployment of CESSDA Portal somewhere

@alexskr below some requirements we wish we can have (we discussed in our next meeting):

• Linux system: Ubuntu
• No need to have the users centos, and ontoportal, only one doing everything is enough, at the beginning people want to do more secure user system, can do it afterward by them self.
• Programing Languages to incorporate: Ruby, Node, Java and Python (we will be required for IA stuff in the near future), use version tool like to handle the versioning of all of them. (mise install ruby@3.1 java@17 python@3.9 will install them all in the wanted version)
• Default Triple store Allegrograph, no need to have 4store. (we will create a fork for virtuoso if needed)
• Configuration: it need to use an external GitHub repository, hosted in https://github.com/ontoportal/ontoportal_configs, that people can fork and customize as they want if they need specific configs.
• The deploy scripts need to have two inputs, the code source(by default ncbo/bioportal as tested) and the config source (by default the https://github.com/ontoportal/ontoportal_configs),
• We will need a documentation of how to generate a fork of it, for our local use cases,
• Maybe drop Apache for only Nginix.
