Program Froze Near the end

When I tried to test the scraper it got near the end and froze. I waited about 3 minutes before stopping the program at which point it output this error: https://pastebin.com/hG7FjiGD

After looking further into this problem it seems that on the rare occurrence that this does happen, it only misses a few files from 1789.
