Goal

G1.4 — Router correctly triggers phase transitions >= 95% of the time (no manual nudging).

Context

ADR-0004: v1 router is deterministic rules — transitions are control flow, correct by construction. Model-based routing arrives with pre-fetch (G2.2).

Acceptance criteria

• Router transitions recorded per task in results (phases[] order)
• 100% correct transitions demonstrated over the 50-task suite (no manual nudges)
