Read paths in the manaserv.xml relative to that file. Support ~ there too.

Currently it is relative to the working directory. And ~ as /home/ replacement does not work (at least for the sqlite db, did not check other fields)

~ is a shell feature. I don't think it's very important that it works in configuration files.

But when the file contains relative paths, they should indeed be interpreted as relative to that file.
