bug(android): lexical model did not update automatically

Test Specs

1. From downloads.keyman.com, download:
   • sil_euro_latin v3.0.0
   • nrc.en.mtnt v0.3.0

Test Results

Failed test:

1. Launch Keyman v19.0.253
2. Go to Settings -> Install keyboard or dictionary -> Install from local
3. After installation -> Check keyboard and model versions
4. Dismiss Keyman -> Reopen Keyman (To get the updates)
5. Go to Settings -> Installed languages -> English -> EuroLatin (SIL) keyboard -> Update button appears
6. Return to text-editing home screen -> Click Three-dots menu -> Install updates show up
7. Verified: Keyboard updated successfully
8. Failed: Model did not update.

On my phone I don't get offered updates for neither keyboard nor model 😞
