Add "Failed Project" to Subsea Cable status field

Requested Functionality:
Add a new option to the Status field in the Subsea Cable editor.
The name of the option should be: Failed Project.
Cables with this status should be hidden from the map. It should also not be visible in the lists for CLSs, Orgs, Facilities.

Reason:
Sometimes subsea cable projects fail.
Even if a project fails, it would be good to keep the data for historical reason, but hide a failed cable project from the map.

I would add that it would be interesting to have an option to choose whether or not to display or not on the map with a specific color these projects which have not been completed.
