HILE CPU Makefile still looks for libraries in a hardcoded path

We should consider changing it to look for libraries in the current directory, and build libraries always before compiling a fresh cloned repo for the first time

Handled in #1320 along with the workflow now building the libraries, (though boost at least still not built for hile but it should work once the boost is added back to hile / removed in favor of CLI11)
