Ship the rigstats-wallpaper host as a Wallpaper Engine Application wallpaper so WE handles the WorkerW reparenting, multi-monitor placement and Explorer-restart recovery. Adds a 32-bit build of the host (WE requires a 32-bit single-window app) and a hosted launch mode that fills the rect WE assigns. WE-owners only; mutually exclusive with the built-in WorkerW mode.
