Phase 9 Proposal: Reliability, Release Safety, and Scale

Why Phase 9

Phase 8 completed modular feature controls and CI matrix scaling. The next bottlenecks are:

  • Release confidence across evolving feature combinations.
  • Faster root-cause identification for CI regressions.
  • Better operational safeguards when introducing new/experimental features.

Current Telemetry Snapshot

Based on recent local matrix validation:

  • Fast tier: 25 cases, ~2102 ms total.
  • Full tier: 45 cases, ~3569 ms total.
  • Slowest cases are concentrated in richer generation paths (dashboard and mixed feature pairs).

This indicates a healthy baseline with room to improve variance control and diagnostics.

Phase 9 Objectives

  1. Prevent regressions before merge via stricter quality gates tied to feature lifecycle.
  2. Improve debugging speed with richer machine-readable CI artifacts.
  3. Reduce execution variance and runtime cost for full-tier validation.
  4. Improve release repeatability and rollback safety.

Proposed Workstreams

1. Matrix Intelligence and Flake Control

  • Add per-case retry metadata for known flaky classes (without masking hard failures).
  • Emit per-case stdout/stderr artifact bundles for failed cases.
  • Introduce deterministic ordering and optional sharding seed for reproducible reruns.

Success metrics:

  • Median CI triage time reduced by 30%.
  • Zero unresolved matrix flakes over 2 weeks.

2. Feature Lifecycle Enforcement

  • Add policy checks so experimental features require explicit acknowledgement in release notes.
  • Add deprecated-feature countdown metadata (target removal release).
  • Fail release checks if removed aliases are still referenced in fixtures or examples.

Success metrics:

  • No undocumented lifecycle transitions.
  • No stale aliases in docs/fixtures at release time.

3. Release Readiness Pipeline

  • Add release candidate workflow that runs full matrix + snapshot + freshness + smoke in one report.
  • Generate single release-quality summary JSON with pass/fail gates and key durations.
  • Add rollback note template populated from changed feature/lifecycle metadata.

Success metrics:

  • One-command release verification.
  • Faster go/no-go decision with a single artifact.

4. Performance Optimization Loop

  • Track p50/p95 matrix durations from history files.
  • Add top-N slow-case trend graph data export (JSON-first, chart-ready).
  • Optimize the slowest 3 cases by reducing redundant setup work per case.

Success metrics:

  • Full-tier duration reduced by 20%.
  • p95 variance reduced by 25%.

Delivery Plan (Suggested)

  • Week 1: Matrix intelligence + failure artifacts.
  • Week 2: Lifecycle enforcement + deprecated countdown checks.
  • Week 3: Release candidate workflow + consolidated release summary.
  • Week 4: Performance optimization and trend reporting.

Risks and Mitigations

  • Risk: Over-strict gates block developer velocity.

    • Mitigation: Start as warning-only for 1 week, then enforce.
  • Risk: CI runtime increase from added diagnostics.

    • Mitigation: Keep diagnostics conditional on failure where possible.
  • Risk: Lifecycle policy churn.

    • Mitigation: Require explicit migration notes and owner field per lifecycle change.

Exit Criteria

Phase 9 is complete when:

  • Release candidate workflow is green for 3 consecutive runs.
  • Full-tier duration target reduction is met.
  • Lifecycle checks are enforced with zero unresolved violations.
  • CI failure artifacts provide actionable root-cause data without reruns.
