Problem: User log in redirect page is broken with BS5 when SSO is enabled

Current Behavior

Steps to reproduce the behavior

1. Enable SSO with CAS or OIDC
2. Visit user log in page with slug /user/login

Expected Behavior

Page should reflect default spacing used in BS5 across the rest of the site.
