[sim] Implement whitelist rules for Arbitrum Stylus contracts

Describe the feature
Currently all Arbitrum Stylus contracts are banned during validation. We should allow them to be added to a mempool whitelist so they can be enabled.

See: #906 for a more involved way to do this without a whitelist.
