Incorrect cursor on flatpak steam on niri

• Have you checked for system updates?:Yes
• Steam Logs: steam-logs.tar.gz
• GPU: Nvidia

Please describe your issue in as much detail as possible:

Flatpak steam not showing the correct cursor on niri

Steps for reproducing this issue:

1. Use niri
2. Download a cursor and put it in ~/.icons
3. Edit ~/.config/niri/config.kdl to use cursor
4. boot up flatpak steam
5. See Incorrect cursor when steam is hovered over

Additional testing shows that it works just fine on xfce, but not on niri.
