18F creates a kick off week agenda and plan of events to transfer knowledge to vendor

Background
Re success criteria 3: NRM has hired a new vendor using modern, best practices for performance based service contracting (including 18F’s software delivery based quality assurance plan). The vendor team is skilled in working in human centered design and in an agile, iterative fashion.

We expect to have overlapping time to assist with vendor onboarding. This ticket is to plan out the logistics of that first week of overlap and how we can help them ramp up on the project and where we are.

Note: timing of this depends on when the vendor is starting.

We'll know we're done when...

• We've got a kickoff week planned and scheduled, and 18F and FS know what they need to do to prepare for that week
