Snapdragon X Elite Compatibility

Hi! As far as I see this appears to cover only Intel NPUs , which is great, but I'm wondering if I were to build something similar for a Qualcom Snapdragon X Elite , if you could share any advice based on your experience, or the way you did it.

I don't have hardware to test this with, however you can re-use most of this code aside from ipex-llm[npu]. The API/frontend code would be the same but we would need to port ipex-llm[npu]
