Some features are difficult to test locally, such as email integration (any others?), and no staging server means that testing probably gets skipped.
One drawback of a staging server is additional maintenance and cost. There's also an argument to be made that efforts toward a staging server are better applied to improving specific local testing issues. PRs waiting for staging is also a chokepoint.
