Migrated from legacy OCCT ticket 33633.

Description

AP242 NIST files have zero semantic value.

The problem is UNIT conversion and some unsupported unit types.

Expected Behavior

The behavior should conform to the original ticket: Data Exchange, Step Import - Zero value of semantic dimentions. Confirm the intended result with a regression test before implementing the fix.

Current expectation: supported semantic-dimension units must be converted, while unsupported unit alternatives must be reported rather than silently producing a default value.

Actual Behavior

AP242 NIST files have zero semantic value.

The problem is UNIT conversion and some unsupported unit types.

Current reader skips dimension values whose STEP unit is absent or is not a named-unit alternative.
