Run History File incorrectly logs SCLKSCET file number when SCLKSCET creation is disabled

IMAP (which doesn't generate SCLKSCET files) observed that in 1.6.0, the "Latest SCLKSCET file post-run" column is updated to match the latest SCLK kernel number each run when it should likely just record a "-" to indicate that no new products of that type were generated.

After some investigation, I'm very confused by the behavior in IMAP's run history file. I originally assumed that it was simply a result of a SCLKSCET file (perhaps mistakenly) generated early on being persisted in new run history file entries despite new files not being created, but it instead appears in every new row that the post-run SCLKSCET counter increments (matching SCLK counter) while the pre-run counter remains - empty. One would expect that the pre-run column would have a value (indicating a SCLKSCET file was already present) while the post-run WASN'T updating.

Instead, what we see seems to suggest that SCLKSCET files ARE being created each run but are gone by the time the next run starts and logs the existing products. Need additional testing but I suspect that this line responsible for determining what to write to the post-run column if a product shouldn't be written is to blame.
