Publish Dataset Modal: message is not rendered correctly

What steps does it take to reproduce the issue?

1. Create a dataset.
2. Publish the dataset

• When does this issue occur?
  It occurs when opening the Publish Dataset modal to republish an existing dataset.

• Which page(s) does it occur on?
  Dataset Page

• What happens?
  The informational message in the modal is not rendered correctly. HTML markup such as ,
  , and their attributes is displayed as plain text.

• To whom does it occur (all users, curators, superusers)?
  All

• What did you expect to happen?
  The informational message should render its link and line breaks correctly, matching the styling and formatting of the existing JSF publish modal shown in the first screenshot.
