How do I set this up? I downloaded the files and there's no application or exe file. Am I missing something?

For now you have to compile it. The reason I haven't made executables available is because I never fully tested the program.

I'm in the process of updating https://github.com/GenesisFR/Metro2033ConfigEditor so I might update this one after. No promises.
