[site] Neon's addresses should be either merged, or a redirect set up

The functional version of Neon, for the past several years, is no longer the main Neon address. We need to either 1) move everything over to the DDMAL/Neon site, or redirect that address to the SIMSSA site. I don't love having multiple sites out of sync with one another. We need to pick one.

Additionally, an issue I've encountered previously with the ddmal.music.mcgill.ca/Neon site where being caps sensitive (/neon instead of /Neon) doesn't direct to the page anyhow. This feels dumb (open to reasons against).
